UK Local Authorities Intend to Dispose of Social Clubs and Leisure Facilities to Balance Books

Based on a new study of municipal councils, UK councils are preparing to sell social clubs, athletic facilities, and retail spaces as they bet on a rapid disposal of properties to balance the books.

Growing Financial Pressures Prompt Asset Sales

The Key Cities Group for major urban areas in the UK stated that 60% of councils are intending to sell assets to meet the rising costs of social services for vulnerable individuals.

Councils have previously faced criticism for selling playing fields and land to shore up their finances, but they argue they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

The group said that a significant number of authorities seeking to raise money from a fire sale of holdings represented “a clear change from 2024, when the majority (six in ten) of municipal officials said they would focus on service redesigns and utilising savings to manage increasing financial challenges.”

Detailed Examples of Planned Sales

One local authority in Kent said its asset disposal plan included the sale of a retail complex in a local town and a social club in another town to generate £20m over the next half-decade.

  • A local golf course and business parks owned in two English counties, which all provide rental income for Medway council, will also be sold under the plan.

Council Tax Rises and Broader Fiscal Pressures

The survey of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of councils will have to increase council taxes next spring to cover the growing cost of core provisions, higher levels of homelessness, and a longstanding accommodation deficit.

The authority said it will press ahead with asset sales after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these take time to deliver both better provisions and cost efficiency,” said a council leader.

He added: “There are population challenges which will continue to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

National Trends and Forecasts

A survey of county councils this week further found council budgets being strained by the increasing figures of children and older individuals needing special educational assistance.

A network of councils said that local shortfalls will reach 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.

Government officials have delayed planned reforms to the Send system until the coming year after a white paper outlining those changes has been postponed.

Deprivation and Funding Gaps

According to the most recent deprivation measures (the Index of Multiple Deprivation) for UK local authorities, several participating urban areas were among the most deprived in England.

  • “Member cities like several major towns rank in the top 30 across the country under the 2025 IMD measures,” said the study.

“While only one key city is among the top 10 for disadvantaged communities countrywide, urban areas are far more likely to be in the worst-off 20% of England. The figures underscores the scale of challenges confronting municipal officials across key cities in the next twelve months,” the report concluded.

“Local government leaders have been clear about the need for a equitable and lasting funding system that accounts for and responds to the actual extent of deprivation and need,” stated a council leader.

“Lacking this, local authorities will persist to face impossible choices around which essential services to fund, and which to reduce, to the disadvantage of their communities.”

One in five of local authorities have cut or compromised social care provision in the last year, the survey revealed.
